Parliament Passes Mines and Minerals Amendment Bill, Curbing State Tax Powers
Parliament has passed the Mines and Minerals (Development and Regulation) Amendment Bill, 2026, with both the Lok Sabha and Rajya Sabha clearing the legislation. The bill, awaiting Presidential assent, aims to boost mineral exploration and development, particularly for critical minerals. It seeks to curb the power of states to levy new taxes on mining, a move that has drawn objections from several states, including Kerala, which called it an "encroachment" on their rights. The government, however, claims the bill will not negatively impact state revenues and will cut legacy mineral levy risks, potentially boosting mine economics.
